Governance in the Regionalization Tourism Policy of the State Of Ceará / Brazil

This article examines the governance instances of the tourism-inducing destinations of the state of Ceará: Aracati, Fortaleza, Jijoca de Jericoacoara and Nova Olinda. It aims to analyze the participation of these instances in the development
of tourism policies. The realization of power sharing between state and society in the construction of tourism policies is proposed in national policy and its analysis is a relevant theme, as it deals with how to conduct the activity. The methodology included application of forms and participant observation. Forty-two representatives of the governance bodies participated
in the research. The results showed that the groups did not reach a prominent position in the decision making process. However, it was found that the Ceará State Tourism Forum (FORTUR-CE) remains active and has influenced the structuring of municipal councils and regional tourism forums. And that tourism policy needs to be more coherent and consistent in the proposed processes, as well as allocate financial resources to regional projects.
