Difficulties of Integrated Urban Management: The Case of Parque das Nações From the Users' Perspective

Abstract

This text analyses the transition between two models of urban management of the Parque das Nações from the perception of the citizens about its impact in that territory. The analysis was based on a methodology of participatory evaluation, by crossing primary political documents with a survey to specific groups of social networks of the neighbourhood. Since the Parque das Nações is the only case in Portugal in which a State-owned enterprises management transitioned to an autarchic management, this situation made possible to discuss central issues of the territorial governance. The article concluded that the multilevel coordination (public-private, state-municipalities and parish-municipalities) configures still a fragility of the integrated public management, which should be addressed.
