Abstract

Currently, the definition of areas for urbanization requires a rigid demarcation, which translates into greater difficulties in managing opportunities and regulating the market, enhancement of land speculation and the growth of a passive attitude by the land owners. The proposed methodology seeks to overcome this issue and at the same time to address the major concerns faced by a consequent land policy, improving the municipalities’ capacity in opportunity management and  enabling  them  to  intervene more actively in order to comply its chosen strategy, reducing the incidence of land speculation and encouraging a proactive and creative attitude by the land owners.
