Abstract

The multidimensional nature of infrastructure requires indicators that may capture its most relevant components. Two important measurement approaches on the subject either evaluates each constituent items of infrastructure or uses an infrastructure index. This paper attempts to contribute to an improved measurement of infrastructure and thus encompasses, on the one hand, a nomenclature that disaggregates the concept into its crucial dimensions and, on the other hand, a wide set of indicators measuring the level of infrastructure endowment and quality for each individual dimension. The proposed indicators can be the basis for a disaggregated account of infrastructures or a composite measurement of the phenomenon and are applied to Portugal.
