Modelos de Avaliação Imobiliária e Fundiária Aplicados ao Mercado de Escritórios

This paper develops an integrated model for office real estate and land for offices building evaluation. This integrated model (that consists in a set of interactive tools, including a cartographic display interface in geographic information systems) is designed to support municipal power agent planning and fiscal policy decisions, and their implementation. It is applied, as a case study, to the Oporto city (Portugal). It is proposed the reinforcement of the planning and municipal power agents´ role in property markets (throught a better adjustement of fiscal tools to specific urban realities), avoiding speculative behaviours, and allowing the social appropriation of (at least) part of the surplus values that accrue from public administration innitiatives.
